in 1948 was there a community property law
mothers first husband bought land in 1048 and then died was there community property when he bought this

From what I can understand from your cryptic post, Louisianna is, to this day, a Community Property State. Granted, various rulings have been made over the years that further define the Community Property laws since 1948, but the basic structure remains the same.
