Is it legal or ethical for the treasurer of the community association to employ and pay themselves and family for services rendered to the association. Services first, approval from membership last?

No but you have a messed up HOA anyway. If legally only 10% of the homeowners are needed to change the By-Laws, you got some real problems. Generally, that number is more like 60-70% or at least a majority.

And the parking stall that you got, I am pretty sure that te you a right-to-use and not an easement.

At this point you need to hire an attorney.
