Condo Recreation Room - Smoking

I live in Florida, 23 condo units (1) recreation room
One of the owners (but does not live in the unit) Wants the recreation room to be designated NO SMOKING.
He is quoting the "Indoor Air: Tobacco Smoke.

I want to know if specifically is a common area Condo Rec Room considered "Public property"

Also, 386.206 If signs are posted "Smoking Permitted" can the condominium be forced to make it NO SMOKING?

Or at least allow smoking tenants able to smoke in area within rec room?
