My neighbor needs access to my property in order to complete some repairs to his home. I am happy to grant him permission but want to make sure that I have no liability for damages to our property or third parties arising from the construction. What precautions can I take? Is there a contract that can be created that would assign liability exclusively to my neighbor?

Yes, but it probably would not be enforceable.
