What is the name of your state? Washington State (Clallam County)

An open irrigation ditch runs across our property--has, in fact, for 80 years or so. The Clallam Ditch Company is replacing the open ditch with a pipe, ostensibly for environmental reasons: water loss, pollution in the bay, etc.--all laudable reasons.
But the Ditch Company is not placing the new pipe in the open ditch. They've decided to cut off the water in the ditch and install an underground pipe on the property's western border, which will give more parcels access to water. The western border, however, is 45 feet away from the open ditch and the pump we currently use to extract its water. The Ditch Company claims that we are responsible for providing a connection between the placement of the new pipe and the current position of the pump. Moreover, we were told that the abandoned open ditch will not be filled. On our property, the hole is 6 feet deep, eight feet wide, and approximately 150 feet long--a gorge. Other homeowners along the ditch are in the same predicament.
The Ditch District is pleading lack of funds. Evidently, the pipe project is mandated and funded by the Federal Government. According to the Ditch Company, there is no more grant money--none to fill the ditch, at any rate.
What demands can we make of the Ditch District? Evidently, they are moving soon on the installation of the pipe, so timely responses would be appreciated.
