Does a signed and notarized Note & Mortgage to buy vacant land on payments need to be filed at the County Clerk in NYS? Thank you.

Thank you for your reply. Would you be able to explain a bit more? I mean the Note and Mortgage (its title on the document) specifies all the terms that affect the property while it is being paid off and how it will then be conveyed to me. Is this defective? Thanks again.
