court cost and legal fees?

What is the name of your state? North Carolina.
Under what circumstances can a person sue for court costs and legal fees?
If a person completes a real estate transaction and in the process knowingly violates another persons property rights. Can the wronged persons lawsuit include court costs and legal fees?
