Dad moving, Daughter staying

What is the name of your state? CA

I am moving to another state, and have a house that my daughter and I have lived in for years. It is in my name, but was always intended to he her house when she grew up. It was purchased with insurance money from when her mother died. Now she is an adult, and wants to stay there. If I leave, can she claim home owners exemption credit, or do I need to put her name on the title first? If so, what is the best way to do that without causing an income/gift tax problem. Also, will that cause the property to be reassessed for property taxes?
