What is the name of your state? Arizona
If the owner of a resedential house plans on renting the home, does the owner have to designate this any where on the paperwork? Or if after the purchase of a resedehtial house, the owner decides later to rent does this require any official designation to the court document recorder, tax assessor, etc.?

This is a local city ordinance question. Call your codes enforcement office at City Hall.
