Different people on Title and Mortgage...who must consent to a second mortgage?

I live in NY and I am married. My question involves my husband’s and my house. My husband and I are both on the mortgage at the bank and both on the title of our house. My husband wishes to refinance the house in just his name at the bank and keep the both of us on the title. My question is this: With this new arrangement, down the line, if my husband wishes to take out a second mortgage will he be able to do so without my consent?
