DMV lien on Home Title Insurance?

I am in the process (very slow unfortunately) of getting my X to sign the deed of the house to me, as it went to me in the divorce settlement.

The real estate lawyer said there is a $100.00 lien on the title, with his name from DMV. I never heard of DMV being able to "attached" itself to your home.

We are working on getting it cleared up, but is this a common/usual pratice?

Yes as in all/most/some states or just NJ???
This has caused quite a hot topic of discussion
between my boyfriend & I.. he is in CAlifornia and can't belive this at all. I found it hard to fanthom, but just wrote it off as typical NJ.
