do i need a lawyer?

I live in South Portland, Maine. My home is currently on septic system which I know is currently starting to fail..my city ordinance says if i'm within 100ft of public sewer I must connect to it.my problem is that my home wasn't put on public water because of a ledge situation in front of my home.City code enforcement says I must connect and I don't think I should pay thousands to dig thru ledge to connect ,when the city wouldn't do it themselves! I will be meeting with the city lawyer trying to get a waiver to get a new septic system( which is alot cheaper)..I have to absorb all costs to connect to sewer per the
city. should i get a lawyer? Do I have a prayer?
