domestic partner on shared mortgage

My former fiancee and I built a house on my property. Both names appear on mortgage only, the land is in my name. 5 months after completing the house, he packed up and moved out of state. He left a letter stating the house is mine to do with as I wish, he would sign any papers needed. He moved out of state and refuses any contact, so I can't sell, or refinance the mortgage without his signature. He was sent a quit claim deed, but never hs returned it. Is there any way to remove his name from the loan. Due to financial constraints, I am unable to currently afford an attorney.
