What is the name of your state (only U.S. law)?

I am currently having some building work carried out at my property. I have paid the builders up to date but they have used subcontractors who have not paid a bill for a skip. The skip company have dumped a full skip of waste(not the orignical waste taken form our work) on my property and refuse to move it until they are paid. I need the skip moved as it blocking access to my property. :mad:what can I do? and have the skip company broken any laws or can I sue for damages or inconvenience? I am based in the UK and Do councils have rules about illegal dumping of waste?:confused:
