My mentally unsound neighbor is insisting on building a fence across part of our shared circle driveway to spite us for our barking dogs (something he could have prevented a long time ago then resolved once they were barking at him, but wasn’t willing to work with us on it). He is uncooperative, uncompromising, hostile, and rude to interact with. He told an employee at the county that he would build this fence if we didn’t shut our dogs up. We found out we have an “easement by prescription”, but that, once we send him a letter stating this, if he decides to build the fence anyway, there is nothing we can do but spend thousands of dollars in court battles in order to make him take it down. Is this right? Isn’t there anything we can do? Perhaps get a restraining order to stop him from building the fence? Can he ‘do something’ about our barking dogs (he threatened there was something he could do about them, but wouldn’t). All of our other neighbors are in support of us and think our neighbor is terrible.

**A: hire an attorney and pay for a letter to be sent to him. Many times, that's all it takes to prove that you are serious in dealing with him.
