Neighbor has put up a fence cutting off a portion of my property. I live in Texas and the property is located outside the city limits. Can I remove the fence myself? If not and I have to employ an attorney, can I sue for legal fees?

If you know for sure that the fence is on your property, then that portion of the fence that is on your property belongs to you. Therefore you can move it.
