Getting Past the Phone Answerers

What is the name of your state? Illinois.
My dilema is this. Our condominium Association was converted from an apartment building. After sprucing up the place quite nicely the developer turned the building over to the Association last August.
There were several projects left unfinished. A few were taken care of the rest we finished ourselves. Calling the office proved to be futile as the women who answer the phones for this company pull legal answers out of thin air, do not give messages, do not return phone calls, refuse to speak with any of our committe persons and feel that they are above the "condo people". They rcvd our tax change of address forms in October and sent them to us in Feb. with a nasty note stating that any further correspondence would be disposed of! Our first president quit, we asked them to please not send the assessments to her as she was not turning them over and we were missing several months worth.It took months of begging and several letters to get our assessments sent to us correctly. Oddley enough they wanted to be our property managment firm.
We are happy with our building. The salespeople were friendly and helpful, the property manager was very effective and the big cheese were fine. However we need pertinent information regarding the companies that the developer used for projects like the roof, gutters and fascia, cement, parking lot etc. We don't know the names of any of these contractors and feel that it is imperative to have that information for the future. How do I get past these phone answering women to get what we need?
