What is the name of your state (only U.S. law)? Texas Can the City of Houston TX enforce neighborhood rules and regulations on a Private landlocked property not visible from any road that was located in Harris County before the City of Houston expanded making it a grandfathered property which has never sold or changed hands and is still in the same family. Would this property be exempt from neighborhood rules and regulations because the City of Houston has been known to disregard City and State Laws. Need some advise as to weather I should retain a lawyer or would I be wasting his time.

Talking about your specific issue with a lawyer is rarely a waste of time, but your situation doesn't sound all that coherent. Could you speak to the specific enforcement you are now facing?

That siad, being landlocked, no frontage, family owned, etc... those things are unlikely to impact what municipal regulations you must follow.
