hoa in MS

mississippi- in june we bought a house. at no time was the hoa mentioned. nothing was said about the fees. we haven't signed anything regarding the bylaws or fees. we had not been contacted until we received a newsletter about the last meeting. we got this the first week of august. do we have to join and pay the $30 per month? if we pay a portion can they put a lien on our house for the remanider?
