Homeowner Covenant vs Golf Course

What is the name of your state? SC

When our hone was purchased, we paid $2000 toward building a club, course, pool, and tennis courts to developer. He sold but kepot restrictions concerning use of property in-tact. It sold again to new owner who refuses to open the pool & tennis court even though the covenants state this restriction passes from owner of property to owner. It takes 51% of our community to allow this property to be used other than as described. The pool and courts are in shambles since his take over. What can I do and are there any cases to support me if I would choose to go to court.
