Can I be forced to be a member of a Homeowner's Association and pay a monthly fee just because I moved into a community where there is such an organization?

It depends on the CC & R's (legal documents) In some cases an owner is automatically a homeowner member in accordance with By-Laws, and in other cases it is stricly optional.
