What is the name of your state (only U.S. law)? AZ

I have a lien worth $10,500, out of which I am SUPPOSED to be receiving a monthly interest of 8.00% until the total balance is paid on 10/2010. Payments were to start Oct/2005. I have received nothing. What are my options and how can they be warned?What is the name of your state (only U.S. law)?
