improvement requirements by developers

What is the name of your state? Texas

Help!! Is there any current State law that requires developers of residential subdivisions to install boundary walls or fences at their cost if a school is in the immediate vicinity? The City Planner states no such city requirement but not sure if there is a state requirement. Or, are there any laws that the School District needs to pay to install any boundaries?
