We own a 12 acre tract of land with a private driveway/road that cuts through it to two other acreage properties. The driveway/road is completely on our land. On our survey it states that there is a "Joint Perpetual Easement for Ingress and Egress Purposes." We understood this to mean that the back property owner(s) could use the private road for the purpose of accessing their property.

One of the owners of the back property has started using the private road to let his teenage boys race up and down on 4-wheel (ATV) vehicles. We consider this a noise/dust/liability/annoyance issue since the road is only about 100' from our house. We've talked with the owners politely three times about our concerns and asked them to ride the ATVs on their land--not the private road. They were extremely beligerant/unreasonable and stated that "If we want to drive a semi-truck 900 times a day up and down the road, we can. We can do anything we want on that road because it's a deeded easement."

Can they ride really do whatever they please on the road (including ridingthe ATVs up and down past our home)? What are our options?

No, they can't do as they please. The easement agreement is specific, the easement is only for ingress/egress.
Hire an attorney to send them a nice letter explaining this.
