I am asking this question for my sister in New Jersey.
She is renting a house and the heat is provided by 2 large propane tanks outside that must be filled in order to provide heat and gas for the stove. She moved in and they are empty. It costs $400 to fill them both for the winter...is it the lanlord's responsibilty to have them filled? Isn't their responsibility to provide heat?

Well what is in her lease?

Heat and hot water is paid by whom? What was in the advertisement she saw when she called to see the place?
