lawsuit against mort co

What is the name of your state? louisiana
last year my house was damaged in ts allison.(fema declared disaster area+mort co must mitigate losses,etc). since i was behind on payments the mortgage co withheld the insurance check. this caused more damage, so i sold the home at a loss. now as i investigate the matter, i have questions whether the mort. co. followed all the regulations of hud/fha and fema. did they allow further damage to occur since it was covered by fha and did not care? the ignoring of fema guidlines? their responsibility for habitability? also, they did not follow some guidlines in the mort. papers.(breach of contract)
what kind of lawyer should i look for and any advice(websites etc)?
