Lazy HOA

What is the name of your state (only U.S. law)? Arizona

I'm own property that has a lazy HOA. There are only two owners that ever show up for meetings. I am currently the VP and my wife is the treasure. How can we make decisions when we do not have enough folks for a quorum to vote with.
