it is legal to cut tree over property!


I live in Kansas and have here about tree ready to fall onto my house, after seeking legal advice there is I can trim neighbors nuisance tree vertically with my property line. this is called property rights. it is the same as cutting the roots.
so thanks to those who tried to help before and those who need help with try the city code services they gave me my answer to this question. PLus they are going to cite my neighbor for four rusted unliscensed junk car he has stored in his back yard now for seven years. which ends up being a $500.00 a piece.
