I am not sure what you are aksing -- its the law that makes something legal. If a document follows the rules set forth in the laws, then it is a legal document.

Florida requirement:

1. Sound mind
2. 18 years or older
3. Written
4. Signed by the testator (or for him in his presence)
5. Signature witnessed by two competant witnesses (who also sign).

A notary isn't strictly required, but reinforces the identities of the signatures.

The last properly signed will is the official one.
