lein during foreclosure

What is the name of your state?What is the name of your state?South Carolina
Our Home Owners Association wants to place a lein on the title to a vacant property in order to pay for upkeep while the property is in foreclosure. We were told by the mortgage holder this cannot be done while in foreclosure. Is this right?
