What is the name of your state? Massachusetts

I purchased a home in a Home Owners Association. Right now things are pretty good. Fees are relatively low and the board isn't that bad a group of people.

If things get out of hand on the board in the future I understand from the CC&R that I would need to 2/3 thirds of the homeowners approval to dissolve it. Because our development is new all there is are homes and open space and roads to consider.

The CC&R explains what would need to be done with the open space. If I were to pursue this in the future where do you file the petition for dissolution? I have contacted the towns clerk office and they seem clueless... Another question I have is what happens to the roads? Is the town required to assume them automatically? Currently the roads are up to code. Finally, are there any drawbacks to dissolving an HOA that I might not be aware of? Thanks in advance,
