Washington state resident. Our fence lies 4 inches in on our property line. My neighbor has erected boards which holds a rolled shingle roof to our fence which covers 3 cords of wood sitting against the cedar fence. The roof is angled so that all rain runs on the cedar fence. Can we make him remove the substandard structure? Our previous homeowners built the fence.

Since your fence is inside your property boundary line by 4 inches, neighbor is not allowed to built or attach to your fence within that 4 inches.
It does not matter who built the roof etc. If there is a roof so close to the boundary line, there may be a setback encroachment problem.
