I live in Wa State. Last year all the houses on the block had their yards dug up to remove soil contaminants. The owner of the property next door now claims that the property line is aprox 4 feet closer to my house and is building a garage. I know I'll need to have my lot surveyed, but with his garage going up now have I forfeited my rights to challlenge. If not how long do I have.

A long time. Forget about the time and get the survey done now.
