Our neighbor's tree limbs hang over the fence dividing our properties. They nest caterpillars in the summer which drop into our yard. Leaves and other debris drop in fall and winter. The branches drap onto our garage roof. The neighbor's property is undeveloped\and he lives somewhere else.He has an unlisted phone number and no address known to us--no means of contact. What are our legal rights in pruning and maintaining our yard and roof?

You are allowed to cut the tree limbs/branches that overhang into your property, up to your property line. If you check with the real property tax office, the owner of record should be listed.
