New HUD manufactured home purchase

This question is regarding new HUD code manufactured home purchases.

In contract to purchase a New HUD code manufactured home the Dealer excludes the running gear, consisting of the tires, wheels axle, hubs, etc.

It is determined that the running gear is an integral component of the manufactured home as defined by an Act of Congress, a Federal Law and that a New HUD code manufactured home must be sold as a totally integrated structure.

Since the dealer excluded the running gear and subsequently sold the RG to a recycler and kept the monies, what is my recourse?
