I was explained by my landlord that I would be responsible to pay for my hot water and heat. she would only provide cold water. Does this mean that when the winter months arrive I am responsible to pay the activation fee from the service provider (PSE&G) to get my heat on?

It should already be on; your bill will just go up when you turn up the thermostat.
