I was wondering if anyone knew if there was a law on how many people could live in a house. Is too many a health code violation?

Most zoning codes address this by defining "family" as 3 or fewer adults unrelated by blood or marriage. If the house is zoned as a single family dwelling, the surplus people have to leave. If they're all one family, you'll have to talk to the health/zonong board.

Check with your local building dept. to see what code authority has jurisdiction (AHJ- Authority Having Jurisdiction) ie. Federal Housing Code, local State/City/County building/zoning code, local State/City/County housing code etc. In numerous jurisdictions, the number of occupants that are allowed are dictated by the square footage of the living/sleeping area.
