| No, it is not true. You can REASONABLY trim the branches that overhang your property line.
I would suggest that you talk with your neighbor and discuss the problem. Ask him to arrange for a treecutter to trim the branches on your property. If he refuses, tell him that you will have it done yourself (at your cost) but you wanted to give him an opportunity to be in control of what was done.
Then, go ahead and trim away. However, it must ONLY be a trim of branches on your side. If you get overly aggressive and damage HIS tree on his side, he could have a cause of action against you. That is another reason why it would be good for you to have an expert do the trimming.
