I am renting a house with 5 other people in Ohio. Me and another roommate are moving out at the end of the month, but the two new tenants who are taking our place are already moving in and have signed a new one year lease with the remaining roommates. Right now I am on a month-to-month lease. Does my landlord have the right to let new people move in and sign a lease without my consent?

The landlord can not overlap tenants. If you are moving out at the end of July, may be the new tenants lease starts Aug first and they are just moving in prematurely. The landlord does not have a right to let new people in (taking your and your roomates place) until after you move out at the expiration of your lease. The landlord does not need your consent to sign a new lease.
