PA. landlocked land law

What is the name of your state (only U.S. law)? PA
I have a friend who owns and lives on a parcel of land in PA that has a deeded right of way from their property to a township road. The person who owns the land that they drive through does not have this Right of Way listed on their deed chain. the landlocked land owner lives on this land and has been using this right of way for 20 years and the deeded right of way goes back to 1950. The adjoining landowner without the deeded ROW wants to sell his parcel but has made no provision for the landowner to have a ROW to the township road. Is there a law or statute in PA that says that you cannot have landlocked land in PA?What is the name of your state (only U.S. law)?What is the name of your state (only U.S. law)?

Without an actual easement recorded on the property it crosses, it may be necessary to prove "easement by implication" or "easement by necessity", either of which relies on both properties being owned by the same person at some point in the past. This is a pdf with some info:
