L doesn't have to paint just 'cause you want fresh paint on the walls. If you want to paint, be sure you have a written agreement that L will buy the paint & supplies, & list the supplies included -- drop clothes, rollers, long handles, brushes, mini rollers, paint tray & liners, primer (necessary after 14 years), TSP to wash the walls first, spackle & puttly knives & sandpaper to fix cracks, etc. See why L doesn't want to bother painting until absolutely necessary?
Also determine whether you'll be charged if you get paint on the carpet. If the carpet's 20 years old, you shouldn't, since L ought to replace it after you leave anyway.
