We moved into our twenty year old townhouse 14 months ago and wanted the place painted. There is no indication that it has ever been painted before but our landlord will only pay for paint (no supplies) for us to do it ourselves. Is this right?

L doesn't have to paint just 'cause you want fresh paint on the walls. If you want to paint, be sure you have a written agreement that L will buy the paint & supplies, & list the supplies included -- drop clothes, rollers, long handles, brushes, mini rollers, paint tray & liners, primer (necessary after 14 years), TSP to wash the walls first, spackle & puttly knives & sandpaper to fix cracks, etc. See why L doesn't want to bother painting until absolutely necessary? :) Also determine whether you'll be charged if you get paint on the carpet. If the carpet's 20 years old, you shouldn't, since L ought to replace it after you leave anyway.
