What is the name of your state? New Jersey

I live next to a group of 5 homes that is serviced by a "private road". 4 of the 5 are friendly and do not mind if I occasionaly park on this road. the 5th complains.

Am I correct in assuming that to maintane "private road" status the road must be closed the the public once a year. If it is not closed to the public it automatically becomes a public road.What is the name of your state?
