Tenant cannot refuse to pay the last month's rent & ask L to apply the money to the rent. This doesnt' leave L any money for damages. L can actually evict T for non-payment of rent, & charge T late fees and eviction costs ($400 or so). However, if T leaves owing rent, L can take it out of the deposit. Pay your rent!
