Raw Land

We purchased some raw land that was bonded for devolvement. Infrastructure was supposed to be finished within a year 10-08. So far nothing has happened. We are told not enough lots were sold for the developer to get a loan. Does anybody have any experience with this?What is the name of your state?South Carolina.
