Releasing voting results

We are voting for a HOA in my neighborhood.

The vote got thrown out for legal reasons. The man who thinks he is in charge sent a letter out of who voted for against and who did not vote. Is that legal?

Unless it was supposed to be a secret ballot by the HOA bylaws, probably not.
