I own a rental property and the tenant vacated the property with out paying the water bill. They paid a $50.00 deposit to turn on the water in their name. The town says I must pay the bill. I didn't contract with the town for the water. They have threaten not to turn the water on for the new tenant unless I pay. They also say they can add this to my taxes. The have no signs or any bills stating their policy or do I believe this is legal. If this were my personal residents then I believe them to be correct. HELP
