Reservation of Rights (Georgia Law)

there is a reservation in my chain of title for a specific individual to "open up, use and dedicate a street" Is this a right that flows to me as current property owner or do I have to tract down his heirs in order to dedicate the street? I spoke to a title agent who believes the right flows to me but is not willing to provide me affirmative coverage to that effect. any suggestions to resolve this matter?

The right does no flow to you but rather the indivdual so named on title or his estate.
