residential right of way

the landowner in back of my property has a residential right of wat through my property btu he is using it commercially he also let's his friend run a concrete outfit out of the back which all this traffic is running through and damaging my driveway the planning board will not do anything about it because they say it is a personal matter what can i do without having to get a lawyer at my expense???visual@midtel.net thanks for any help
