Return of Security Deposit With Verbal Agreement

A friend moved in to a rental house for 3 months ago. Before moving in he paid security deposit along with 1st. month's rent. If, after 3 months, tenant gives 30 days written notice of moving out (house is cleaner than when originally rented) and there is no written lease agreement, is the landlord required to return security deposit?

My response:
1. there is a separate board for landlord tenant law matters. Please use it.
2. clean up your post as it is confusing ie. is your friend and the tenant the same person, is your friend a roommate of the tenant....
