My neighbor has a large rat population in her backyard. She has attracted them by daily throwing large amounts of dogfood throughout her property. I have made her aware of the seriousness of the situation but she has thus far taken no real measures to rid herself of the problem. I want to know if I can hire an exterminator and demand she pay for the services. If not what can I do to compel her to clear this up?
I have spoken to other neighbors and they report it is not the first time rodents have been a problem on her land. What is most distressing is that I have a small child and I am afraid of thre possible heath risks.
I live in Richmond Virginia.

Call the Dept. of Health and have them conduct inspections and cite.
Throw a few cats in neighbors yard.
